Layering Doesn't Work

I have the newest WB 5 Beta release and am having a couple of issues with the transparency effects. I am using the Arrow (no shadow) skin which has a transparant border around windows.
The problem is that this border goes underneath desktopX objects that I have set to be at the desktop level. The objects are behind the window after the border, but the thin transparant border is underneath the object. I can send screenshots of this if it is not clear. Thanks.
Please let me know if this issue has been addressed before and if there is a solution for it already of if one is in the works.

'NetMeeting driver' also exists as device '\\.\DISPLAYV1', but is not attached to the desktop and is a mirror driver.
'RDPDD Chained DD' also exists as device '\\.\DISPLAYV2', but is not attached to the desktop and is a mirror driver.
