Starbase Docking

I know starbases aren't completely finished yet, but I was wondering if they will be made to actually have the starships dock with them when in the same square? And if the starbase is full (one without the docking module) refuse to let any other ships into that square. As it is, it seems that you can just pile as many as you want in the same space.

Also if a ship is docked with a starbase it should be in a permanent 'sentry' style mode. At present if another ship comes within range of the vessel it immediately comes out of 'sentry' style.

When docking is implemented, I think that it will be pretty much like it's in orbit of a star. You can park ships underneath starbases now (I don't know if that will change or not) but it's not really docking.
