Can't remove Agenta Center from Governor list

Once you add the Agenta Center to the list of accomplishments to build for the Govenor you can't remove it. You can move it up and down the list but you can't remove it from the list.
You can also move an object below the last item in the list so say you have 19 items to build and you move an improvement down you can actually move it to slot 23 leaving slots 19,20,21 and 22 empty.
if you then leave the govenor screen and come back, you can no longer see improvement 23. No scroll bars appear on the list so you can't remove the item, change the order of it without populating items 19-22 first.
