Beta 4 Bug: "Most Powerful Races" report is always in reverse order

The Quarterly Report for "Most Powerful Races" always shows the weakest at the top, and the strongest at the bottom. The order needs to be reversed, or you could change the title to "Most Pathetic Races".

Well that explains why on my current game I keep coming top. Wasn't sure why but I think you're right.

And yeah, its not going too well for the Drengin, apparently Lord Ugleb isn't delivering that promised golden age, but he is having fun.

Strange because in my games i come out on the bottom and one of the neighboring races is higher than me (with 1 more ship than me) so i think its misguided. Still great progress!

I think that maybe something happens to influence measurement, I played a game yesterday got warning that I had 0 influence and suggested I build cultural starbase the problem id I dominated the map.

I think maybe influence is going so high that some sort of overflow happens and it is reported wrong, saved a game, just in case.
