Evil track and planetclass drops

Ehh, playign true evil for the firt time.
Just lost planetclass points on all planets.
My top planet had 45, now it's a 36.
Why?

Umm...without more info, I really don't know. Was this from loading a saved game?

Ehhh, might be, altho I dont think so.
The amazing thing is that it dropped on all planets, not only one.
I made a few things that I remember, I reformed the government and researched a new tech (as well building some new social imps)

I thought it was the research, but then it would be easy to find I guess....a -10% bonus instead of +

I have noticed that a number of planets I colonize getting a +1 planet class when I colonize them, and I currently have a morality of 91, so what he's reporting may be the same thing compounded by terraforming improvements.
