Just saw a post on galciv newsgroup about money still being spent on planets even if they are not producing anything. The author was asking if it is a bug. All replies to this post are wrong, so I decided to post this, in case it may help some players figure out the mechanics of the game.
Everything you build requires maintenance or it will eventually fall apart. If you are producing (building a project) your expenses on a planet are Production + Maintenance. If you are not producing anything on this planet you still have to maintain facilities you have already built on it. MANY of the facilities are NOT production facilities, such as an Entertainment Net, Embassy or Stadium, but you need to spend money to ensure their operation. So, your planet will spend money no matter what.
To reduce planetary spending you can go to the DETAILS window and look at the list of completed projects. Clicking on a project asks you if you want to cancel that project. I never had the need to try it, but I suppose it would destroy that project on this planet. I think that the option is there in case you want to move your manufacturing capital or another facility to a different planet, for example.
