Bug in the military slider

If you conquered a planet via Cultural flip and if you have your military spending set to 0 zero, the planed that flipped to you will keep building spaceships at the same rate they were building before they changed sides. I think this is a BIG BUG.

And have you tried to delete the starport? You will continue to build the ship
