crash to desktop with 'sector influence'

whenever I click on the 'sector influence' view in the mini-map, the game crashes to the desktop. no debugging message is displayed.

This happened with both Beta 3 and just happened again wit h beta 3a.

Do you, by chance, have a game going wher eyou don't have all the Civs in play?

We found a bug today where it will crash when you do that if you don't have all the civ's in the game at start-up.

The sector influence wasn't being initialized properly, so I fixed that.
