New York Senator Hillary Clinton has put forth her gaming legislation along with Senators Joe Lieberman and Evan Bayh. The Family Entertainment Protection Act will give game ratings added force, fining any manager of retail outlets who sell Adults Only, Mature or Ratings Pending titles to children below the age of 17.
The Hill Bill is structured like numerous other state bills, with a $1,000 fine or 100 hours community service for the first violation and $5,000 or 500 hours of community service for each subsequent infraction.
Clinton did mention the various state bills, pointing out that they have all been signed into law, but ignored the fact that the Michigan bill has been blocked and the Illinois bill has been declared unconstitutional. The deal breaker may be that the FEPA Bill will use the widely accepted ESRB ratings instead of creating its own ratings system.
