crash to desktop in diplomacy

Talking to one of the minor races, i hit the third button in the center section of the screen (the rightmost button that looked KINDA like a galactic map), and galciv crashed to the desktop. no debugging messages.
Note that the diplomacy screen is a great example of the UI issues I was talking about. There are buttons in the middle of the screen. What do they do? Who knows? Sure, maybe I could press them and find out, but what if I end up declaring war on someone accidentally?
