AI skips technologies?

Just something I have noticed is that when opening a trade/negotiate session I can trade early technologies for ones that come later in the same tree. Is this just a 'cheat' given to the AI alowing to to jump prereques or a bug?
ie I can trade an AI the starting weapons theory for phasers .. how did it get phasers without having the basic tech first?

They could have traded for it. Since weapons theory is new, however, it should be looked at to make sure the AI didn't skip it.

It looks like they skipped all the 'theory' techs that were just added in 3A.

No they're likely skipping it. We didn't update their tech tree. The techs they research are based on what is in the metaverse and we haven't updated it since just before beta 3.
