Movement restrictions

Ever played Rome: Total War? When moving units around the main strategy map, you can only move one tile at a time when adjacent to enemy and neutral units and bases. Allied units have no movement restrictors. I like the concept behind this system. It says you can't just zoom by your enemy - you have to be careful when doing that.

I recognise in space that you _can_ do that, but GCII is a game

This kind of restriction would allow both AI and human players to set up blockades and other sorts of traps. It could also have a diplomatic bent; set up a blockade of a rival colony to stop constructors moving out, and you could find yourself taking relationship hits. Leave a warship next to a rival colony for any amount of time and also take relationship hits (would you be comfortable with a T-90 crewed by angry people parked next door?).

Thar be so much _things_ you could do with ships, movement restrictions, and diplomacy! Yaaaaaargh me mateys!
