trading starbase / constructors

Why can't these be traded? Would be nice! Should be worth lots of value though, especially if sitting on a resource or heavily upgraded.

I think that once we have time to tweak the value system more, they may be added in.

Another thing to consider is what should happen to star bases of a race that goes away (dies or surrenders). If a race dies should the star bases (especially the ones on resources) dissapear or be left there, requiring anyone that wants that resource to distroy the star base. If the race surrenders should they be turned over to the receiving race along whith the surrendering race's planets
