Photoshop, Paint Shop Pro, CorelDRAW - to name a few.

The Gimp program is free http://www.gimp.org/

I have never used it, and here that the learning curve may be considered steep, but some artists seem to like it fine.

GIMP will let you do that.
http://gimp-win.sourceforge.net/

Just delete any background layer behind your graphics.

GIMP is almost as powerful as Photoshop and as Photoshop
it needs some time before you know how things work in it.

Tip: Many tasks can be found under the right mousebutton.

Hey, GIMP is a good one.

Oh.

I see everyone else already let you know about the GIMPster. Is good. I use it. I'll show you all what I learned to do with it, here about another week with my new and fabulously rendered skin.

And i think the new Paint.NET from Microsoft lets you do that too! Not too sure though...

Paint.Net is hard to work with. But, then so is GIMP until you experiment. With Paint, seems you have to export everything. Too many button clicks for me. Getting "mouse-wrist" from all the clicking I do anyway...
