Not sure but this maybe a bug.

I researched diplomacy and was able to trade for every alien planet, technology and ship.

I researched it also and never was able to trade for a single planet

For the most part I can offer everything I have to an Alien and they would never trade a single planet but like I said I ran into this bug ? a few times. I start the game with the Federalist Party and lost my first election I wonder if it depends on the party.

I must be some sort of array out of bounds error.

Yeah, it sounds like something is getting translated from a negative number into a really big unsigned number.

To go along with that supposition, diplomacy can be forced into a similar situation by asking for 65536bc for 65536 turns (net total cash of about double maxint).
