I mean, do you think Bush actually makes decisions? Or do you think his cabinet makes decisions for him. I honestly don't think that anything would change if Bush died. I don't think Bush matters at all, I think he's just a figurehead. The thing is though, if they were going to pick a figurehead, why would they pick someone who was a good speaker and could make people believe anything. I don't think Lincoln, Cleveland, T. Roosevelt should count because that was so long ago and the parties have changed much since then.
