Mr Wolfman - Just put it up and the StartBar (and all other aspects of NS3) look perfect. Check your settings on your own PC but the uploaded version works great!

On the appearance tab, click "add", then browse to the file you downloaded and it will appear on your list (he says hopefully)

Try downloading the skin by right-clicking the link and choosing "save target as". Worked for me in the past

I uploaded a new NS theme and it's been left on a "0" rating. (https://www.wincustomize.com/skins.asp?library=7&SkinID=319) The "edit account" options only go down to "1" and I can't rate my own work so would someone please throw a rating on it so it at least shows up on my PC.
