I say we build a new prison in the Nevada Desert, so they feel at home(you know, gotta be nice to them and all.) Build a Mosque in teh prison so they have a place to worship, and put up no fences. Draw lines on the ground and man the towers. Tellem, you cross line A you get shot in the leg, Line B you die. See how long it takes them to decide its not worth it.
