Public moderation is very beneficial, most of the way anyway. However, there are times when a little discretion is required especially when we want to "keep the dirty laundry out of public's eyes". both have their pros and cons. It is just up to those who implement the rules which of the two option is substantially better.

But i noticed that every user who had used these animated emotions have a wincustomize subscription. so are the animated emotions for subscribers? I don't think so. anyone, subsriber or otherwise can have animated emoticons. Here is a smiley which i made in photoshop. Gosh i deleted its animated gif version

Creating a WB skin isn't at all very difficult(once you know the basics). download skinstudio and windowblinds and since no one is giving you an affirmative answer, why not make it yourself. You might have a flair with skinning my friend. Give it a try. I wouldn't hurt .
