If you are looking for docks on the edge of the monitor that are always on top with either mouse or hotkey then ObjectDock may be a better application for you. Or, if you are using Start10 beta, Fences show up in All PRograms and are on top of other windows.

Also, if you are using the Start10 beta fences contents show up in "all programs". I've been usign that a lot lately because it's always on top of other windows

There is a known bug with wallpaper changers and translucency (A MS issue). Turn off the blur option and all should be well while we try to find a solution.
