Actually, I would think he was around 40 or 41. His tenure was nothing but a cluster flop. It was a bad flop, true, but one completely and utterly terrible administration and the 2 scandal-addled administrations rob him of a lower place. Since these are out of 40, though, 37 is nothing to be proud of.<
37 is a very low rating. He doesn't seem like he was that bad. He himself did nothing good, which already places him lower than 35, and he did several bad things, one of which contributed to the start of the Civil War. So I'm standing by my ranking of 37.
