I third the motion, I get it all the time When I ran Win 8.1, and Win 10, it happens mostly if I have a window open, for any length of time, I don't have to reload a skin (but it does happen on reloading too), just keep my Explorer window open long enough, and it'll change the arrow buttons to the default (I guess) from the skinned arrow.
