You can make icons bigger through IconPackager (not all sizes work well as some icons are not rendered it those formats, most commons siszes are 32x32 64x64 adn 128x128), if you want just the right icons bigger like in the screenshot you posted: right click your taskbar > properties > start menu tab > customize > select small icons

If you refer to shellstyle, the best way is through skinstudio, changing the "turn off computer window" is not possible under msstyles. I stronly suggest to use windowblinds, it doesn't hack your kernel and is much safer than patching uxtheme.dll as you don´t have the risks when installing service packs o just microsoft patchs
