ets and they can actually colonize other planets and become a power. So you could end up with more than 16 races in the game.

I think you should be able to build on/in oceans as well. It would give a welcome change from building on the ground all the time, and add uniqueness to each planet.

starbase? Like a space shipyard that is built seperately from starbases? Its an interesting idea but I think starbases can just as easily to do if the player decides to.

Interesting ideas. I like how MOO3 had it, but you should have had more bills to choose from. Like Psyringe said, this could be possible with an expansion pack (if they decide to make one).

I like (C) and (Y) with the possibility of (Z). I'm use to this feature from MOO2 and in my opinion, its the best one.
