Had a similar issue with both. Somehow got hit with 'Sweetpacks' toolbars I believe from either an add-on or it snuck in with a program update like Frostwire or something. I really think it came in with a 'Coupon Printing' program the wife said she had to have...sigh. That is gone now as well, so I can't say for sure. Run Spybot and MalwareBytes Their both really good for finding the kind of crap that will muck with your browser. Spybot found an

What version of IP? WIndows? I've been using IconPackager for close to 10 years. all versions, and have NEVER had the issue you claim happened to you occur on any PC I used it on. I looked around and couldn't find any other posts on this. I can't figure out why my Fences are showing the tops of icons under the first row. No matter how I resize the icons, fonts, etc., I can't hide the icons on the bottom. This started with the Fences 2.01 update.
