Why couldn't you be able to colonize a great planet? From the view of realism, its good, but the players will hate this.
I once built a fully upgraded terror star with all modules. It had a +503% influence bonus, so I used it to build overlords and excaliburs in turns than I went and made all the Altarian planets defect. Then I invaded the Arceans and won a tech victory. Truly a spectacular game.
Why not make Space Sharks an option Also what really sucks is once a Space Shark with 41 attack strength appeared on the fourth turn of the game. It promptly ate my starting suvery vessel, very annoying. I eventually killed it with antimatter missiles. Space sharks should have strength relative to the period they appear in.
Right now I am seeing very much argument over the possibility of shared planets and multiple species, etc. At the moment everyone either would like to try it or thinks it would be bad, black and white. If it's not too much for the programmers, why not make it optional like minor races if you want to have shared worlds?
Why not all buildings are available anywhere but each governor has an obsolete list and if you put stuff on that governor's list it won't clutter up the buildlist.
In GalCiv 1 the same thing happens. It was explained as the attacker having "not just ground troops but an entire air armada and thousands of ground support craft" and the fact that the defender's entire taxpaying population were mobilized as soldiers
What is the point of planetary defenses then if the enemy can just bomb the crap out of them?
I don't like the idea of generals suppose you or even an AI gets a really crappy set of em suddenly you're screwed. Also, buying every APC, tank, etc. on the scale of billions of troops is going to be a nightmare. Instead just buy "Mechanized Army" Armoured Army" Urban Combat etc.
All sounds really cool, although their has to be some cost and a fairly large chance of failure or worse exposure.

The problem I had early on is that I would set up trade and diplomacy with the minors. Then the majors would come in and start killing them. So at first I sold them ships. Then I started giving them all tech. I 3 minors Dreadnaught tech and made alliances with them and won a military victory.
