The reason why you were told to upload them in object doeck is because they're in .png format. You can only upload in misc/icons if they are in .ico file format. If that helps you any in where to upload them to. I would say if they .png I'd re-upload them object dock, just to keep within the guidelines <a href="../resources.aspx?cmd=3"

I haven't used WB4 in a while, so I'm going to do the best I can here. What is your start/taskbar set at as far as Classic Menu? I do believe that you should have it set at Classic menu in order for it to skin. Also, have you re-booted since your install? You can try that as well. You may also want to look into SDC and see if there's any updates that you don't have on WB4 with the new re-install. Hope any of these options help. Let me kn
