Last I heard it was pushed out to July, haven't heard anything about October.
To further Primal's post, I believe you need to make sure you use the top row 1,2,3,4 and not the NumPad buttons.
And FYI, you can purchase those books for any Hero and any faction. As long as you are able to shop in Procipinee's land (or any custom faction with that trait) just go there, purchase, and use.

That seems way to close to your current city. Perhaps that's the map just not being updated until following turn after taking into account your city being formed that close?
