This happen in all non perpixel skin in vista.

Your wb or vista not allow to use perpixel skin. What your Windows Experience Index base score? Per-pixel skinning requires your hardware has WDDM drivers and a graphics experience score of at least 2. Open windowblinds,click on system info copy and paste your windowblids system information here.
