How do I create Starbases which are NOT connected to a resource? I've nearly gone blind readind the TECH Guide but cannot find what I need to research to be able to do thhis. How do I Create Starbases in Galactic Civilizations II GalCiv2 Forums

I'm enjoying GalCiv2 tremendously but I seem to be unable to create Starbases unconnected to a resource. I've looked through the Tech Tree and caannnot see any relevant research project that gives me the ability. Anyone got any ideas?
