Planets can be toxic, radioactive, aquatic, barren, or heavy gravity and still be colonizable - assuming you are playing Dark Avatar or Twilight of the Arnor. This is due to you not having the proper tech for these planets. If you have neither tech for Toxic planets, any Toxic planets you get by surrender, invasion, or influence flip will have effectively zero production. The good news is that if you research the proper techs, the problem goes away.
