It was my understanding that if you saw a module on a ship, that meant the module was actually on the ship. I'd need to check this in-game, but I'm pretty sure that a design with two visible colony modules must actually have two colony modules. Is there some way to add equipment to the model without adding it to the design of the actual ship?

I'm wondering if anyone has tried a more distributed approach when it comes to getting tax revenue. No, "it's got to be balanced" is not unnecessary. It adds to the gameplay, maintaining a standard of fairness that sets GalCiv2 apart from every other game I can think of. If you don't care for a level playing field, that's fine. A lot of people who bought this game do, especially considering that a non-cheating challenging AI is so unique. Ok Spearchucker, that is completely unnecessary. One of the really nice features of this game is that the AI doesn't cheat; that it is bound by the same rules as the player. That makes a win or a loss a lot more meaningful, because you earned it either way. All this "damnit, it's a game" garbage doesn't hold water.
