Political parties are limited to 18, and have to be sequential. If there are any gaps, things break. Starbase Mods: the limit is defined by the module number of the BOOKEND module, and once again again they have to be sequential in order. Gaps make the later moduless unbuildable. To use custom maps and scenerios you need to increase the galaxy size past Gigantic. Next will be Random, then Custom. The 'Rule' button will only activate when using Custom maps, IIRC, and is used to load scenerios. Most scenerios are simply adjustments to some of the games formulas, although a few do include other changes like bans against certain technologies (or starting with them). ~SDC~

Speed boni are kinda quirky anyway (+x% speed is exactly what it states, +x%, if chosen as a racial pick; +x% speed is +x/10 moves when recieved from an achievment or wonder)
