Given that they try to convince you to play a few more turns when you try to quit... I wouldn't expect them to put a feature like that in unless it were manipulated to display time more slowly to get you to play even longer than you really intended.
I would assume that random means random. Well, as close to random as a random number generator can be. I would expect to see a variety of intelligence up to, but not exceeding the game difficulty level you set. So... yes, there probably will be many inbetween the minimum and maximum levels of intellect.

Setting a character to default will indeed put those icons up under your posts, even previous ones you've made. I kind of wish you could have collective stats show though since I plan on running 3 characters... oh well.
If you want the starbase to be able to defend itself, research 'Starbase Fortification' and toss constructors at it. For military starbase power to lend to nearby ships, the starbase conquest strategy line is what you want.

I had this event happen twice to me while trying for my first political victory in a game where I forgot to turn tech trading back on. luckily spin control center had them willing to pay me to end the war soon after it started. I thought at the time that it was actually another race paying them off to go to war with me or something, but they said they made it more clear in 1.1 when this was the case. Ah, if you upgrade from a core design, save it under a different name. If you use the same name it will try to overwrite the design and it won't let you save over core designs. I didn't get from your original post that saving was the problem. You can upgrade from the core ships if you want, or just start from scratch, either way, everytime you upgrade a ship model, give it a different name when you go to save. Designing ships is very important to victory in this game. You can create new ships or upgrade the existing designs in the shipyard (the upgrade option when clicking on a ship will only bring it up to a different design). Engines are pretty cheap in general, and once you get really high up there, they get really cheap at the hyperwarps. Your relations with the receiving AI improve sooner and you start making money sooner, so it's worth it for me. As for the AI taking a long path around, I think it's just a flaw with them. That's how they work for me too. They are very powerful fully upgraded but only within thier circle of effect like a military starbase. I tried building a few in random spots deep in the enemy territory as well and my borders stopped at that circle, even when not encountering much opposing influence. It can probably be done fairly easily on a huge abundant map. I've been close to 20,000 a turn on a gigantic but with occational / uncommon settings for planets. (don't remember exactly) Basically I just had 1-2 farms and 3+ stock markets on every planet, max trade routes, tax at 80%, etc. Nothing special, just a lot of it. The game doesn't have problems with small amounts like 20,000 BC, so I assume there is just something you didn't notice that happened. I've almost been up to making that in one turn and never had problems either. If I were making more I'd be tempted to see if I could see what happens if you go over a certain amount, but it didn't look like I was nearing that point at all.
It's a bit complex, and the name is 'misleading' but the net effect is that you can in-fact add more components to all of your ships. The maximum space on the hulls will increase, but you will note that many times the components get somewhat larger as well. Why they chose to do it this way, I can't say. Maybe it is more convenient from a programming perspective. Either way, it will let you stack more things on your ships.
The ethical choices were designed to work that way. It's often easy to do something selfish like steal something instead of working hard to earn it. I never upgrade a starbase's sensors. It is a waste. Not that the starbase is a waste, just sending constructors to upgrade the sensors. Also, sensor only ships are maintenance free . I know it looks like there will be maintenence while you are designing one, but if you put no weapons on it, it will drop to 0 after you save it. The same is with constructors etc. It is a hassle to keep up with a lot of these IMO, but dropping one on the same tiles of your starbases (s
Are you sure the other AI didn't blow up their resource and take it or just take it after it was blown up by the owners' enemy? It could possibly have been a part of a trade that for some reason they accepted also. Supposedly the AI's treat other AIs and the player the same way, and supposedly they don't give starbases to aid another in a war anymore.
