I have to disagree with you on almost all of your statements. All the happyness buildings are useful and worth it's buildtime in gold, because they're the only way to have larger populations. (Lots of people = lots of money and lots of influence). If you have a high population growth and don't want to hit the cap to soon (ie. you build lots of farms) those happyness buildings are desperately needed to be able to have a high tax rate. Sadly, there is no option to do so. Which is really annoying me currently, since I play a gigantic galactic currently and I'm at war with the strongest enemy. Raaaaahhh.....
