If it has happened for you in other games as well, then it is very likely to be system related. As the folks above have mentioned, a video driver update, a Direct X update, or a video card upgrade are by far your best bets for correcting the issue.

Ahh - I had that happen to me once, but I didn't make the connection that it happened after I had exited the game and gone back in. If that's the case, that is certainly something that I would like to see changed... wink wink, nudge nudge...

Personally, at the point in the game that you've described, I like to try an influence-based strategy. If you have any neighboring nations that are particularly close by (particularly if you are sharing star systems), try building up a handful of influence starbases and 'persuading' them to join your side. Yes, you can have a combination diplomacy/influence win. If you are able to influence all of an empire's planets to join you, then that empire will cease to be (probably my favorite victory tactic, by the way). So long as you have alliances with all of the remaining races, you will then achieve a diplomatic victory.
