Which version are you using of TA. I seem to recall that the European version was a lil more bugged than the US version; though I'm also dredging through memories from like 2 years ago to try and remember lol. Its because in DL there are no actual "passive" racial traits (or at least, they are few and far between); while in DA/TA the races have 'native' abilities, in DL they only have abilities equal to the amount of racial points allocated to themselves. Interestingly enough the Drath abilities (arguably amongst the strongest starting abilities of the DL races) were mapped over to the Krynn in DA. Firstly, what version of GCII are you playing. The MCC only gives the economic bonus in DL and DA. After loading up TA, and adjusting the Aggression slider to 0 for the Drengin it did indeed result in a + Peace-Loving stat to be placed in the Relations screen. My guess is that the numbers from TA were in DL/DA "under the hood", they were there and could be altered slightly by events/discoveries/tech/gameplay but usually not big enough shifts to say change a Militaristic into Peace-Loving (e.g. The Drengin start with a 70 aggression level; I'll have to check the exact number but I'm
I'd have to pull up the game to look at it, but I'm pretty sure if you go into the AI editor (that is the in-game start up section that allows you to customize the AI's intelligence/behavior) you can edit their militaristic tendencies and make them pacifists. and im almost certain that in diplomatic relations its *their* militaristic/pacifist standing that matters.
When making a ship style- you should only be focusing on the hull designs, not any functional components (ie engines). This is of particular importance in TA where the tech trees can be radically different, thus even if you had say the Drengin set up to use your custom designs, if they had technology on them that was incompatible- they would not be able to use it. anyhow, the TL/DR version: just make all your hulls/designs. leave the functional part for in game.
I know that with the TA race options you can make a race "pacifistic" instead of "militaristic". Maybe that will help lend some insight for you Sole.

@Maiden: if you update an "active" game, most times it won't let you submit it later. There were a few patch exceptions long ago, but with GCII being pretty much in finished form, thats no longer the case. Anyhow, do what Jack is suggesting- start a new MV game and retire, that will let you know if you're able to submit correctly. If that doesn't work, open up a ticket to support. Unfortunately, the game you had won't be any good. sorry :-(
