It should also be mentioned that the menus in PS CS3 and lower are controlled by the change colors section in Skinstudio. From the dropdown select: Show me the skin defined system colors . If memory serves, the ones to change are: Menu for the background, Button shadow and Button highlight for the separators, and Menu Highlight for mouseover color.

Sorry about the thread highjack, Jim.....just wanted to show a screeny of what sks5 looked like. One nice thing about that UI was that you could click on the bits on the preview image and it would bring you to that section. One of the few things I still miss.
When I think about it, my first may have been sks5. But, no......sks 6 showed a radical change in the skinning UI....we all had to basically learn all over again! It was a huge uproar!
In that way sks4 and 5 were easier to navigate.

That skin does not have per pixel frames. Go to edit UIS2 frames and click on Caption. You will see settings to adjust the left margins.

As long as the spacing is the same on all 3 states, it should work. My advice would be to download an existing start 8 image from the gallery and use it as a sizing guide. Of course I would never upload anything before testing it (or having someone who has windows 8 test it), but if the spacing and size were correct, then it would really be necessary.
The best way to get a perfect result is to draw the entire frame first then slice it up into it's different pieces. Like this: That way the drop shadows/outer glow will always match
