depends on the situation: if you have a lot of frigates (a LOT) and you know you can kill your enemy's cap before it turns tail and runs, then go for the cap. if its a skirmish of only a few frigates at a time, take out the frigates first to remove your enemy's firepower.

.6 units per second, obviously the first tech doesnt have good returns later on in the game. but at 3.75 at tech six, you're getting almost a hundred crystal a minute, which is damn good considering I cant spend it at that rate.
