Just make them a bit more realistic. In real life, it could take upto 3-5 years to conquer an entire PLANET(think earth) with 12 billion people on it. Just take into thought the weight of that number. 12,000,000,000. Kill 150 million(think of that number too) and thats still 11,850,000,000. Why keep discussing about whether or not to have a vote? We already have about 3/4 of the discussion that went about tie breaking into having a vote or not. Just make a thread with a poll. You have it pretty much wrong. There isn't much point in customizing relations unless your trying to live out the star trek empires and want everything to be the same as in the series. First, setting relations to anything other then unknown(even war) drops your score and even your reported difficulty depending. Second, pre-setting relations doesn't help much.
