The authors that making skins, from one skin to another, are improving their skills and they are more experienced. This experience make them able to find out bugs that they didn’t noticed before, so it is natural to update their skins, 'cause many people are using them and they don't know how to fix the skin them selves. In the Windows XP you can't have animated gif as a user icon. I don't know about OB. About animated .ico file, I don't think that there is any utility to allow you the use of animated .ico. (In MacOS there are some utilities, but they slow down the perfomance of your computer).
