If you look at the right side of the picture within the paint/window. You can see a white line that runs down the right side of the active window. I had to take a screenshot of my whole screen because, just using the active window screen did not do it any justice. I can see what you mean though.

I had a similar issue and am on xp, you can give this a try: http://www.crystalxp.net/galerie/en.id.12889-visual-task-tips-kevin_tux-explorer-tools.htm I find it very useful. My box looks and acts as if it was on 7.
