Ive never had this happen to me. I have 1 gig RAM, and the only problem ive had, was if I play for a LONG time, the game closes(Ive had it happen once) and say "Gal Civ 2 Gold Edition.exe has encountered a error, and must close...blah blah" But I just loaded my autosave, and It worked fine after that.

Overall, my opinion is that GalCiv2 is a fantastic game, much better than the mess that was MoO3, but several areas of the game seem to lack real strategic depth (United Planets, diplomacy, espionage, government types, and population management, for example).
