I have experienced similar problems. Once when I reseated the expansion memory on my laptop it fixed. But most likely you need to either update your video drivers or reduce the graphics settings (options).

Update: I reinstalled the game from scratch using ImpulseAnywhere, updated to DA 2.01. Again, no slider for extreme condition planets!

Implulse tells me no more updates. Now there is one consideration: I had difficulty installing this. After the clean install, Impluse told me it would take several hundred MB to update the game. I have Hughesnet Satellite Internet, and they limit me to 200 MB/day download - except 2-7 a.m.
A month ago, I built a new computer with Windows7. So I installed the game fresh and was forced to update using Impulse, to the latest version just before Xmas. I started a new DA metaverse game, gigantic map, uncommon stars, and rare planets. But to my surprise, none were 'Extreme colonization' condition planets, such as Barren, Radioactive, Water, Heavy gravity, or Toxic. And there are dozens of planets present! Whats that black spherical icon thing in the upper right corner, under buy/sell, with the progress bar? Forgive me if there is another thread on this, but I searched and could not find one. I've had this problem for months now: My planetary improvement tiles are just either a solid color, or a solid color W/ another solid color in the upper left corner of the tiles. It used to show fine. I have been running this on a Panasonic Toughbook CF50LB2TDKM laptop W/ATI mobility radeon 9600 W/64MB. I may have performed some Microsoft Updates between the time the game showed the tiles properly, and when I tried the game again and it displayed the tiles improperly. Game: Gal
