Keep a small fleet next to the planet so it can withstand a small hit and run. If anything bigger attacks you should have a fleet in a postion where it can reniforce planets that are close to it. A example would having a bunch of light ships and guess cannons guard the planets closly so all your weapons would be in range. As we know, pirates are very annoying but fun to fight. And I was thinking maybe ther should be rebels so you dont lose a source of easy kills. They could form up when enemys culture start to take effect on your planet and they want to join that Civ. They should be in between pirates and regular civs in diffuclty.
