Go to the OD settings for your tabbed background. Then... 1. Choose the "Accessibility" option. 2. Set it to "Regular." This will make the dock remain in the background, but it will come to the front when the mouse touches the screen edge near it.

My guess (based on some experience with similar Hyperdesk issues): Try disabling WB AND keep it from running on startup. Maybe that'll fix it...

Make sure you are using the XP version of the blind, and not the Vista or 7 versions. You can check to make sure here:
