So many bad assumptions made here. If not defended properly the citadel dies from the first wave on Leviathan, easily. You also don't need every char to be minion spec.

HoL is a newbie's crutch. I honestly never use the item except for non-minion build QoT (sometimes). I thought it was all great and everything at first but it almost never even becomes a thought in my mind to buy it 95% of the time now. It probably does still need to be toned down some however - at the very least it needs to stop working on hit, and not on damage.
Heal doesn't need a nerf to either cooldown/cast time. You're already screwed if heal is interrupted, and a 1 sec heal would be an absolute joke to interrupt.

FYI, priest healing is perctentage based also which makes them more effective the higher your hp.

If you look at a guild wars warrior for example, you can play axe, sword, or hammer and all play differently. Even within those three archtypes you'd have some differences in how the character plays and their strengths/weaknesses depending on your secondary and how you round out your skill bar.
