Arg. I just noticed one more thing about this. I think someone above *may* have mentioned this already: The AI will not sue for peace in a realistic fashion now as well because it has an inflated idea of its own military might. It makes the AI very vulnerable to the gang-up part of the other AI's too and just cranky. Was this the intention of the Ai designer? I can't believe it is so- this seems like a leftover piece from GC1 when ships

AI's start with different techs than you and probably have better range off the bat than a human player- try another race.
AI on Intelligent: The formula the game uses to calculate Military Power is... um... well, really bad. Really really really bad. I wouldn't worry about it. When GC1 shipped, being the cheesemaster I am, I found tons of ways to dog the AI into oblivion within a few days. In fact, if I recall correctly, Brad got a little upset at me for then pestering him to improve certain key problems with the AI. I'm curious why you think it is not possible now? Expanding the UP has been something players have been wanting from nearly day one of GalCiv I.
The single biggest draw to me (originally) in GalCiv was that you could potentially lose power of your empire and suffer penalties if you didn't remain "elected" in the advanced form of governements.
