I really don't expect to be ground combat to be that indepth in the base game. There's just too many more important things to build (including the more important fleet combat). Expanding galaxies seems like it'd be kind of weird to code, since you have to figure out how to seed the new galaxies such that the races in them start off both with similar tech level (fairly striaghtforward), and also a similar level of development & planetary ownership, while not just mirroring the existing conditions.
