Although this is not a terribly good idea for a mod, it may techically be possible to add races into a save file itself using a hex editor, IF you knew what the correct groupings were and were willing to do this for every single game.
What I was talking about was a system in which you could bypass the raceconfig.xml entirely, and load pre-created opponents from the race customizer into each box one at a time. Of course, if you cannot get to the 2nd screen from the empties, I guess that would not work.

Do you actually get aythig if you click on the empty slots? Maybe you could load custom opponents into them one @ a time.
I assume it is hardcoded in the sense that there are only 9 opponent "slots" on the selection screen, and I do not think you can add any more by editing the DXpack file. HOWEVER, it should be possible to add in more by editing the save files themselves. Of course, there is a limit to how many AIs you can have running simultaneously before they take up so much space that the game either crashes or slows to the point of unplayability, but I believe that the level would be extremely high, m
It would be nice to see the -500 bc limit adjust itself to your economic capacity: instead of being stuck at 500, it should be a "money able to earn in X number of turns" calculation.

On a slightly more serious note, it would be interesting to have a mega event that lowers the amount of government spending you can have, either for everyone or only for a race that appears to be winning the game, as another mechanism to help increase balance.
Yeah, that's the problem w/ congress. The terms are so short that the insanity of a campeighn(sp?) is all year 'round, instead of just 95% of it like with Presidents....

You do not need to pay for it: you just need to sign up @ MrKorx's site, i-Mod , and talk to him about the mod. I have not done the process personally, but he should give you whatever it is you need if you promise to tell him about bugs & stuff.
One of the hints that appears while the game is loading says "Few and far between, Economic Resources are more than worth their weight in gold-pressed latinum." My question is, ARE they actually rarer than other resources? If so, what govens this? Also, I remember a PLANET QUALITY RESORCE being mentioned in the manual for GC1, but have never seen one in an actual game, and I do not think it actually exists in either 1 or 2. If I am correct, then what is it douing in the manual?
It would be nice to have a race editor along with techs, imps, and others, as well as a tool that allows you to run games without a human player in order to check for balence and other issues. Probably not going to happen, but it would still be nice...
If you have KHSM (which you can download @ http://library.galciv2.com/index.aspx?m=22 ) you can remove hardpouints you do not want the AI to use.
If they do multiplayer, they will have to find some way to redeaign the diplomacy ratings. The way it works now, two human players could decide to ally beforehand and do so as soon as the ntech was available, while the computer would still have to build up relations.
